In November 2005, voters in Orem approved a 1/10th of 1% local sales and use tax for the purpose of enhancing recreation and cultural arts in the City of Orem. In July of 2008, the second round of funds was distributed.Â
In early 2008, the Orem City Council approved a change in CARE policies, making it possible for smaller arts organizations to receive up to $4,999, regardless of their current operating budgets. 2009 CARE Application deadline: March 4, 2009.Â
1. 2009 CARE Application for Cultural Arts Mini Grants Grants up to $4,999 for operating expenses of cultural arts organizations in the City of Orem; open only to nonprofit cultural arts organizations.Â
2. 2009 CARE Application for Cultural Arts Major Grants  Grants $4,999 or more for operating expenses of cultural arts organizations in the City of Orem; open only to nonprofit cultural arts organizations. 3. 2009 CARE Application for Recreational and Cultural Facilities  Grants for capital development and ongoing operations of government owned or operated recreational and cultural facilities located in the City of Orem or within the boundaries of an interlocal agreement with the City of Orem; open only to City, County, State, and Federal entities for publicly owned facilities and to entities operating such facilities on behalf of a governmental agency.

. Timeline: Applications for the second granting round of CARE funds will be accepted until March 4, 2009 at 5:00 pm. No late applications will be accepted. The City Council's review of applications generally takes place in April and May, with funds being made available to recipients in July. Requirements for Grant Recipients: - Qualifying organizations will be required to enter into a contractual agreement with the City of Orem prior to receiving funds.
- All grant recipients will be required to credit the CARE program in their brochures, news releases, publications, and other printed materials.
