Building Safety Division

Welcome to construction in the City of Orem. The Building Safety Division has a skilled, conscientious staff eager to help you. Our staff is made up of trained and certified personnel, many of whom have extensive backgrounds in construction and contracting. While we are not permitted to perform any actual design work, we are more than willing to consult with owners and builders on building or code related questions. By answering your questions before the work is done, we can help you avoid having to make corrections later.

The Building Division is responsible for:

  • Enforcing adopted building codes and standards to protect life and property of those who work, live, or visit the City of Orem

  • Approving plans and issuing permits for all new construction, additions, demolitions, remodeling, fences, retaining walls, pools, etc.

  • Making routine and scheduled inspections during each phase of construction. (City Inspectors)

  • Enforcing State licensing laws for contractors, engineers, and architects.
  • Conducting business-license inspections.

  • Abatement of dangerous buildings and structures

  • Serving as staff advisor to the Board of Building and Fire Code Appeals.

Our staff is always willing to discuss interpretations of the codes, corrections that have been written, and background and reasons behind code regulations. We are constantly learning from contractors, consider them a valuable source of expertise, and encourage their input and suggestions. Please call during business hours.

Do I Need a Building Permit?

Any person who remodels, repairs (with some exceptions), constructs, moves, demolishes, enlarges or changes the use of a building or causes electrical, plumbing, heating or air conditioning work to be done, or plans to apply stucco, siding or to re-roof, needs to apply for a building permit with the City of Orem Building Safety Division.  For examples of which types of work need and do not need permits, click on the following link.  What Needs a Permit?
